Semper Fidelis Construction & Development is a Texas-based Service-Disabled Veteran-Owned Small Business specializing in construction solutions for federal, public-sector, and commercial clients. As a prime contractor, we manage projects from initial planning through final completion, ensuring every phase is executed with precision, accountability, and clear communication.

Our company was built on a commitment to integrity, professionalism, and disciplined project execution. From early planning through final closeout, our team takes ownership of every detail—delivering projects safely, efficiently, and with the highest standards of quality. Our experience includes work supporting Veterans Affairs facilities, military installations, and other government infrastructure projects across Texas.

The Operations Division provides the structure and leadership that keeps projects running smoothly from contract award through closeout. This team focuses on project coordination, compliance management, and ensuring that every job is executed according to schedule, scope, and safety standards.

Operations works closely with clients, project managers, and field teams to ensure transparency, communication, and accountability throughout the life of a project.

This team works closely with agency partners, estimators, and subcontractors to ensure proposals are accurate, compliant, and positioned for success.

Through disciplined planning and market awareness, the Bids Division helps position Semper Fidelis Construction & Development for strategic growth in federal and commercial construction markets.
